The City of Ekurhuleni is seeking a qualified and experienced Engineer: Departmental Strategy to join the Water & Sanitation Department. This is an exciting opportunity for professionals with a passion for managing water and sewer systems in a dynamic environment.
Job Overview
The Engineer: Departmental Strategy will be responsible for managing, planning, coordinating, supervising, and controlling the technical planning and development of the water and sewer systems. This key position will involve working on a variety of projects, from updating and maintaining Water and Sanitation Master Plans to conducting feasibility studies and project management.
The successful candidate will play an integral role in improving the water and sanitation infrastructure of the City of Ekurhuleni. This is a permanent position offering a competitive salary ranging from R 671,064.00 to R 920,592.00 per annum, plus benefits.
Minimum Requirements
To be considered for this role, candidates must meet the following criteria:
- Educational Qualifications: A Degree/Advanced Diploma in Civil Engineering or an equivalent qualification at NQF Level 7.
- Professional Registration: Candidates must be registered with the Engineering Council of South Africa (ECSA) or be eligible to register.
- Driver’s Licence: A valid driver’s licence is required.
- Computer Literacy: Proficiency in standard computer software is essential.
- Experience: At least 3 years’ experience in a similar environment, ideally in water and sanitation or related infrastructure planning.
Core Responsibilities
As an Engineer: Departmental Strategy, the successful candidate will be entrusted with a range of important responsibilities, including:
1. Technical Planning and Development
The Engineer will oversee the planning, coordination, and management of the technical aspects of the water and sewer systems. This includes ensuring the development and maintenance of the Water and Sanitation Master Plans are up to date.
2. Water Use License Applications and Environmental Impact Assessments
One of the key duties is to initiate, coordinate, and oversee the Water Use License applications and Environmental Impact Assessments (EIAs). This responsibility includes ensuring all procedures align with the relevant legislation.
3. Bulk Infrastructure Capacity Reports
The role will also involve the preparation of bulk infrastructure capacity reports to support proposed developments and the extension of existing developments. The reports will play a vital role in determining the feasibility of water and sanitation infrastructure for new and expanding projects.
4. Procurement and Compliance
The Engineer will take an active role in the procurement process, ensuring strict adherence to Supply Chain Management policies and procedures. This includes coordinating and overseeing the purchasing of services and materials for projects.
5. Project Management
Managing projects is central to the role. The Engineer will conduct feasibility studies, manage the entire lifecycle of projects, review and approve design reports, and oversee service providers. Additionally, the Engineer will process invoices and ensure budgets are adhered to.
6. Budget Management and Reporting
The role requires effective budget management. The Engineer will monitor and report on project budgets, ensuring financial resources are allocated efficiently and according to project needs.
7. Coordination and Resource Management
Efficient resource coordination and management will be critical to achieving operational goals and ensuring project deadlines are met. The Engineer will direct, control, and enhance the resources to deliver results that meet the City’s objectives.
8. Standard Operating Procedures (SOPs) and Quality Assurance
The Engineer will ensure that SOPs, processes, and quality standards are developed, maintained, and effectively implemented across projects. This includes ensuring compliance with procedural guides and quality service standards.
9. Project Planning and Monitoring
A key responsibility will also include the coordination of project planning, including preparing resource plans, monitoring progress, and controlling the project design to ensure timely and successful delivery.
10. Policy Implementation
The Engineer will ensure that planning and development policies and guidelines are effectively applied. They will align requirements with planned deliverables and ensure compliance throughout the planning and execution phases.
