The Department of Co-Operative Governance and Traditional Affairs (COGTA) is seeking to appoint a Legal Administrative Officer (MR-5) to join their Legal Services Directorate. This full-time, permanent position is based in Johannesburg, and offers a competitive package of R464,634.00 per annum (all-inclusive).

The Legal Administrative Officer plays a crucial role in providing high-level legal support and advice within the department. This position requires an individual with a strong understanding of local government law, the ability to draft legal documents, and the capacity to manage litigation on behalf of the MEC, HoD, and the Department. Additionally, the role involves drafting legal opinions, preparing legal briefs, and managing consultations on various legal matters.

Key Responsibilities

  • Legal Advisory and Drafting: Advise clients on matters relating to local government law and related legislation. Draft legal opinions, documents, and reports, ensuring all legal processes comply with relevant regulations.
  • Consultation and Research: Conduct consultations with clients to determine legal needs and advise on the best course of action. Perform research on topical legal issues and provide case law relevant to legal matters.
  • Litigation Management: Manage litigation processes for the MEC and HoD, including preparing briefs and liaising with the State Attorney. Draft legal documents and submit them for vetting by supervisors.
  • Legal Briefs and Reports: Prepare quarterly legal briefs on local government law and provide updates on the department’s Human Resource Delegations and policies.
  • Documentation and Reviews: Scrutinise legal documents for compliance and advise on modifications. Ensure legal documentation is accurate and well-composed before submission.

Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

  • Qualifications: Matric plus NQF Level 7 in Law (or as determined by the Minister for Justice).
  • Experience: A minimum of 5 years of appropriate legal experience, particularly in local government law.
  • Skills and Knowledge:
    • Comprehensive knowledge of local government law and legislation.
    • Ability to provide legal advice and draft legal documents.
    • Experience in managing litigation and liaising with State Attorneys.
    • Strong research and case law analysis skills.
    • Ability to prepare legal briefs and reports.
