Many students assume TVET applications only open once a year, in November or January. That assumption costs them a full year. The truth is that public TVET colleges run two intakes annually, and the Semester 2 intake is your chance to start studying in July 2026 instead of waiting until 2027.
This Semester 2 intake is open to new applicants only, and only for selected Business Studies Report 191/NATED programmes at Dower Campus in Gqeberha (Port Elizabeth). Spaces are limited, and the college has confirmed they will be filled on a first-come, first-served basis.

Port Elizabeth TVET College Programmes Open for Semester 2
For this Semester 2 intake, Dower Campus is accepting new applicants for two Business Studies NATED programmes at N4 level:
1. Management Assistant N4
This programme prepares you for office-based administrative careers — the kind of role almost every business in South Africa needs filled. Career pathways after completing N4 to N6 include office administrator, executive assistant, personal assistant, receptionist, and administrative officer in both the public and private sector. It’s a strong foundation for anyone who wants steady, in-demand work in business support roles.
2. Public Management N4
This programme is designed for students who want to work in government, municipal offices, or public service organisations. After completing the N4 to N6 levels, graduates qualify for entry-level posts in local, provincial, and national government departments — including municipal administration, public sector clerical roles, and government project support. With government remaining one of the largest employers in South Africa, this qualification opens doors to long-term career stability.
Both programmes follow the Report 191 / NATED structure, meaning you complete N4 (six months), then N5, then N6, before doing 18 months of practical workplace experience to qualify for your full National N-Diploma from the Department of Higher Education and Training.

If you have access to the internet and your documents are ready, apply offsite as soon as possible. There is no advantage to waiting for the onsite window — and every extra day you wait increases the chance that spaces fill up before your application is processed.

Minimum Requirements
To apply for either of these N4 Business Studies programmes, you must have one of the following:
- A Grade 12 (Matric) Certificate, OR
- A National Certificate Vocational (NCV) Level 4 pass
Pre-matric qualifications will not be accepted. That means if you completed Grade 11 or hold an N1, N2, or N3 certificate alone, you do not qualify for this Semester 2 intake. You’ll need to complete Matric or NCV Level 4 first.

Documents You Need Before You Apply
Get these ready before you start the application — it will save you hours of frustration trying to find documents while the portal times out. You will need:
- SAPS-certified copy of your ID (or birth certificate if you don’t yet have an ID)
- SAPS-certified copy of your parent or guardian’s ID
- SAPS-certified copy of your latest school results (Matric certificate or NCV Level 4 results)
- Proof of residence (a utility bill, lease agreement, or affidavit from your local councillor confirming where you live)
All certified copies must be clear, readable, and not older than three months. The college will reject blurry or expired certifications, and you’ll have to reapply — possibly after the deadline has passed.

The application is straightforward if you follow these steps in order:
- Visit the Port Elizabeth TVET College website at www.pecollege.edu.za
- Click on the “Apply” button on the homepage
- Create your applicant profile with your ID number, full name, and contact details
- Select Dower Campus and choose either Management Assistant N4 or Public Management N4
- Upload your SAPS-certified documents — make sure each scan is clear and readable
- Review your application carefully before submitting
- Submit and save your reference number — you’ll need it to follow up
