The Safety and Security Sector Education and Training Authority (SASSETA) is calling on qualified candidates to apply for the position of Supply Chain Management Administrator. SASSETA, a public entity established under the Skills Development Act 97 of 1998, is offering this contract position that will last until March 31, 2030.
This role provides an exciting opportunity to contribute to the smooth functioning of the organization’s supply chain processes.
Position Overview
The Supply Chain Management Administrator will play a key role in supporting the department’s administrative functions. Reporting directly to the Supply Chain Manager, the incumbent will assist with various procurement-related activities. This includes processing procurement requests, creating purchase orders, scheduling committee meetings, and maintaining registers and files.
The individual will work closely with both internal and external stakeholders to ensure that procurement procedures are followed in compliance with the relevant legislation and organizational requirements.
Key Responsibilities
The responsibilities of the Supply Chain Management Administrator are as follows:
- Assisting in Procurement Planning: The incumbent will help develop the SCM procurement plan annually, ensuring all processes are streamlined.
- Managing Procurement Requests: Responsibilities include receiving and preparing procurement requests, compiling Requests for Quotations (RFQs), and ensuring compliance with the procurement plan.
- RFQ Administration: The role involves providing administrative support during the RFQ process, evaluating submitted quotations, and communicating decisions to stakeholders.
- Purchase Order Management: The administrator will create and submit Purchase Orders for approval, subsequently sending the approved orders to the winning bidders.
- Tracking and Monitoring: Maintaining a register of procurement requests and tracking their progress daily is an essential part of the role.
- Committee Meeting Coordination: Scheduling meetings for the Bid Specification Committee (BSC), Bid Evaluation Committee (BEC), and Bid Adjudication Committee (BAC). This includes preparing meeting agendas, ensuring all required documentation is in order, and taking minutes during meetings.
- Documentation and Filing: Maintaining all SCM documentation, ensuring timely filing, and preparing for audits are crucial tasks in this role.
- Support to SCM Department: Offering administrative support to the department on a daily basis, updating registers, and providing files during audits.
- Additional Duties: The role may require performing any additional duties delegated by the Supply Chain Manager.
Job Requirements
Candidates applying for the position must meet the following minimum requirements:
- Educational Qualifications: A Grade 12 (Matric) certificate is mandatory. Additionally, candidates must have an NQF Level 5 qualification in Supply Chain Management (SCM), Logistics, Finance, or Business Management.
- Experience: A minimum of two years of experience in SCM is required. The candidate must be familiar with procurement processes and documentation.
- Technical Skills: The successful candidate should be proficient in computer usage at an intermediate level, ensuring efficiency in managing SCM tools and resources.
Required Knowledge and Skills
To succeed in the role of Supply Chain Management Administrator, candidates should possess the following knowledge, skills, and attributes:
- Knowledge of Legislation: Familiarity with the Public Finance Management Act (PFMA), Treasury Regulations, the Preferential Procurement Policy Framework Act (P-PPFA), and other relevant legislation is essential.
- Administrative Competence: Candidates must have a good understanding of administrative processes and systems that support SCM.
- Tendering and Asset Management: A solid understanding of the tendering, asset management, and contract management processes will be important.
- Service Orientation: The role requires someone who is service-oriented, demonstrating strong interpersonal skills.
- Analytical and Problem-Solving Skills: The candidate must be able to analyze situations and solve problems efficiently.
- Time Management: Effective time management is key to ensuring deadlines and procedures are adhered to.
Work Location and Salary
This position will be based at the SASSETA Head Office, located at Waterfall Corporate Campus, Midrand, 2090. The successful candidate will receive an all-inclusive annual remuneration package (TCTC) of R370,626.00.
