Purpose of the Role
The Junior Safety Officer will support the Site Manager in implementing, monitoring, and maintaining HSE standards in line with legislation, company policies, and client-specific requirements. Key Duties and Responsibilities
- Legislation & Compliance
Apply laws such as the Mine Health & Safety Act No. 29 of 1996, Occupational Health and Safety Act No. 85 of 1993, the National Environmental Management Act No. 107 of 1998, and local by‑laws; ensure statutory compliance and safe work practices; manage legal appointments, medicals, training, and maintain the Letter of Good Standing. - HSE Systems
Implement and maintain systems including HSEC Online and Isometrix, manage legal compliance registers, oversee documentation, and provide on‑the‑job safety training. - Risk Assessments
Develop and review baseline (BLRA) and issue‑based (IBRA) risk assessments; maintain registers of upcoming activities, coordinate risk processes, coach managers on pre‑work assessments, and monitor process quality through on‑site checks. - Communication & Development
Develop HSE awareness material, conduct toolbox talks, and maintain open communication with stakeholders regarding site safety performance. - Client Management & Inspections
Stay informed of client requirements, respond promptly to requests, perform statutory and routine inspections, and reinforce safe behaviors. - Administration & Records
Capture and report safety statistics weekly and monthly to Site Manager and HSEQ, maintain filing systems, inspect tools and equipment, and manage incident and injury registers. - Incident Investigations & Audits
Lead incident investigations including root cause analysis, complete reporting, follow‑up on corrective measures, liaise with clients, and conduct internal and external HSE audits. - Emergency Preparedness & Hygiene
Develop emergency procedures, coordinate drills, conduct occupational hygiene assessments, and manage exposure reduction strategies. - Planned Task Observations & Training
Schedule and conduct PTOs, identify and address deviations, participate in client H&S committee meetings, deliver HSE training, and maintain a site training matrix with valid qualifications.
Minimum Requirements
- Qualifications:
- Matric (Grade 12) or equivalent (NQF Level 4) including relevant NATED courses (e.g., N3).
- SAMTRAC / Comsoc 1 or 2, ISO certifications (9001:2015; 14001:2015; 45001:2018), Mine Health & Safety Act Legal Liability training, NEBOSH IGC or NADSAM, risk assessment, ICAM / RCAT / TAP Root; manual driver’s license is an advantage.
- Experience:
- At least 3 years’ HSE operational experience.
- At least 2 years of MHSA knowledge.
- Minimum 1 year each in ISO 9001, ISO 14001, and ISO 45001 training.
- At least 3 years of knowledge in safety procedures and legislative compliance (COIDA, OHSA, incident investigation).
